Ethiopia’s Tigray Region to Proceed With Vote, Stoking Tensions

Ethiopia’s northern Tigray region announced it will proceed with elections, ignoring the electoral board’s postponement of nationwide balloting and placing iNational elections, which had been scheduled for August and were being touted as a key test of Abiy’s reforms, were postponed in March because of the coronavirus pandemic. The vote is expected to be held in 2021. On Wednesday, Ethiopian lawmakers whose mandate was set to end in October voted to extend their terms until the poll takes place.The TPLF effectively ruled Ethiopia from 1991 until Abiy’s ascent to power. The Ethiopian People’s Revolutionary Democratic Front that it headed was merged in December by Abiy into what is now known as the Prosperity Party. The TPLF has branded the new party unconstitutional.“If Tigray’s ruling party, the TPLF, sticks to its plan to hold regional elections in the next couple of months despite this decision to extend all administrations’ terms, that puts the region on a potential collision coursets administration on a collision course with the federal government.The decision highlights divisions that have emerged between Ethiopia’s ethnic groups since Prime Minister Abiy Ahmed came to power two years ago with a pledge to loosen state control. The reforms have emboldened some political groups to demand greater regional autonomy, triggering unrest and jeopardizing plans to open up the economy to foreign investment.“The Tigray State Council decided to hold regional elections on time,” the Tigray People’s Liberation Front said in a statement on its official Facebook page.with the federal government,” said William Davison, the International Crisis Group’s Senior Analyst for Ethiopia. “Both parties should immediately convene discussions to address this risk.”

መንግስት ያቀረበዉን አማራጭ በመቃወም ሌላ አማራጭ የመፍትሄ ሐሳብ ብናቀርብም፤ መንግስት በተናጥል ዉሳኔዉ ጸንተዉ የተወካዮች ምክር ቤት ጉዳዩን ወደ ህገ መንግስት አጣሪ ካዉንስል መርቶታል፡፡ ካዉንስሉም የመንግስትን አቋም ከሚደግፉት ባለሞያዎች ጋር ብቻ የይስሙላ ዉይይት በማድረግ በአሚከሱ (amicus) ላይ የተለየ ምልከታ ያለቸዉ የመደመጥ ዕድሉ ተነፍጓል፡፡ በተጨማሪም የጥቅም ግጪትን የማስቀረት መርህ ተጥሷል፡፡ ስለሆነም ዉሳኔዉ የመንግስትን ፍላጎት የሚያንፀባርቅ መሆኑ የሚገርም አይሆንም፡፡

ከመሠረታዊ የዉክልና ድሞክራሲ መገለጨዎች አንደኛዉ በመደበኛነት በተወሰነ ጊዜ ምርጫ ማካሄድ እና የተመረጡትም የሕዝብ ተወካዮች የሥራ ዘመናቸዉም ለተወሰነ ጊዜ ብቻ ስሆን የስራ ዘመናቸዉም ስጠናቀቅ ኃላፍነታቸዉን የምለቁ ይሆናል፡፡ የኢትዮጵያ ብሔራዊ ምርጫ ቦርድ የኢትዮጵያ ጠቅላላ ምርጫ ለማካሄድ ለነሐሴ 21 2012 ዓ.ም እቅድ ተይዞለት እንደነበር የሚታወስ ነዉ፡፡ ሆኖም ግን የምርጫ ቦርድ መንግስት የኮሮናን ቨይረስ ስርጭትን ለመከላከል በእንቅስቃሴ እና በመሰብሰብ ላይ ገደብ በመጣሉ ምርጫ ለማካሄድ እንደማይችል ገለጸ፡፡ በወቅቱ ምርጨን ለማራዘም ምንም ዓይነት የህገ መንግስት መሠረት ሰይኖር አጠቃላይ ምርጫን ማንሳፈፍ ህገመንግስታዊ ቀዉስ የሚያስከትል እና ከመስከረም 30 2013 ዓ.ም በኃላ አድስ የተመረጠ የህዝብ ተወካዮች ምክር ቤት ሳይኖር ማንኛዉም መንግሥታዊ ዉሳኔና ድርጊት በህገ መንግስቱ በግልጽ የተቀመጠዉን የአምስት ዓመት የስራ ዘመንን የምጥስ ይሆናል፡፡  የህገመንግስቱ አንቀጽ 54(1) እና 58(3) እንዲሁም የምርጫ ህጉ አንቀጽ 7 ምርጫ በየአምስት ዓመቱ መደረግ እንደለበት ይደነግጋል፡፡ የምርጫ ጊዜን ለማራዘም በር የሚከፍት ነገር አያሳይም፡፡

የአሁኑ የኢትዮጵያ ህገ መንግስት በ1987 የፀደቀ ስሆን የመድበለ ፓርቲ ስርዓት እና በየጊዜዉ የምደረግ መደበኛ ምርጫን በሀገሪቱ እዉን ያደረገ ነዉ፡፡  የህዝቦችን በመንግስት አስተዳደር የፖለቲካ ተሳትፎ በሚየረጋግጥ መርህ የተቃኛ ስሆን፤ ህገመንግስቱ የኢትዮጵያ ዲሞክራሲ የፖለቲካ ብዘሃነትን እንደ ወሳኝ መርህ የተቀበለ ነዉ፡፡ የፖለቲካ ፓርቲዎች መብት እና ተግባራትም ከህገ መንግስቱ የተቀደ ሆኖ በሀገሪቱ የፖለቲካ ፓርቲ ህግ ዉስጥ ተካቷል፡፡

በሀገሪቱ የመድበለ ፓርቲ ምህዳር ዉስጥ ተመዝበዉ፤ ንቁ ተሳትፎ በማድረግ ላይ የሚገኙት የፖለቲካ ፓርቲዎች ሁሉ ከላይ በተጠቀሱት ህጎችና መርሆዎች መመራት አለባቸዉ፡፡ ስለሆነም የአከባቢያዊ እና የፌዴራል ምርጫን በተናጠል በአንድ ፓርቲ ብቻ የማራዘም ስልጣንን አጥብቀን እንቃወማላን፡፡ የፌዴሬሽን ምክርቤት ዉሳኔ በዚህ መንግስት ለህዝብ የተገባዉ ቃል በመታጠፉ በቋፍ ላይ ያለዉን የህዝብን ቅራኔ የሚያባብስ ይሆናል፡፡ በመሆኑም ወደ አመጽ ልያመራ የሚችል ሰፊ ህዝባዊ ንቅናቄ ልቀሰቀስ እንደምችል ስጋታችንን መግለጽ እንወደላን፡፡ ይህም ወደ አደባባይ የሚመልሰን ብቻ ሳይሆን ከዘርፈ ብዙ ማህበራዊ፣ ኢኮኖሚያዊ እና የህብረተሰብ ጤና ተግዳሮቶች ጋር እየተጋፈጠ ላለዉ መንግስት ችግሩን ለመቆጣጠር አዳጋች ይሆናል፡፡

በገዢዉ ፓርቲ የኛን እና የሌሎች የፖለቲካ ፓርቲዎችን የመፍቴ ሐሳብ እንዲሁም የዜጎችን ጥሪ  ሙሉ በሙሉ ቸል መባሉ ከመስከረም 30 2013 ዓ.ም በኃላ የሚከሰት ህገ መንግስታዊ ቀዉስን ለማስቀረት ሁሉን አካታች የፖለቲካ ዉይይት አለማድረጉ እጅጉን የሚያሳዝን ነዉ፡፡ የገዢዉ ፓርቲ የራሱን መንግስት የሥራ ዘመን በተናጠል የማራዘም ዉሳኔ ግልጽ የሆነ ህገ መንግስታዊ ጥሰት ከመሆኑም በላይ ስልጣንን ካለአግባብ መጠቀምም ነዉ ብለን እናምናለን፡፡ በተጨማሪም በህገ መንግስቱ የተረጋገጣዉን የዲሞክራሲ እና መድበለ ፓርቲ የመንግስት አስተዳደር መርህ ጋር የሚፃረር ከመሆኑም በላይ በመንግስት ኃላፍነት የተወሰና የሥራ ዘመን የሚለዉን የህገ መንግስት መርሆን የሚሸረሽር ይሆናል፡፡ በዚህም መሠረት የገዢዉን ፓርቲ በተናጠል እና  ኢህገ-መንግስታዊ በሆነ መንገድ የመንግስት የሥራ ዘመንን ለማራዘም  የወሰነዉን የተናጠል ዉሳኔ አጥብቀን እንቃወማለን፡፡ አሁንም በድጋሜ ገዢው ፓርቲ መድረክ አመቻችቶ ከተፎካካሪ ፓርቲዎች ጋር በጥልቀት ተወያይቶ መፍትሄ በማመንጨት ከፓለቲካዊ መግባባት ይደረስ ዘንድ ጥሪያችንን እናቀርባለን።

Der Aktivisten-Anführer Jawar Mohamed erzählt von Ereignissen der letzten Wochen: «Sie haben zwei Männer festgenommen und getötet – richtiggehend exekutiert.» Einen anderen hätten Sicherheitskräfte aus einem Büro gezerrt, wenig später sei er tot aufgefunden worden. «Es scheint, sie haben einen Blankoscheck.»

Heute hat das Parlament die Amtszeit von Präsident und Regierung um ein Jahr verlängert. Als Begründung dient das Coronavirus. Eigentlich hätten im August Wahlen stattfinden sollen. Äthiopien tritt auf der Stelle. Auch wirtschaftlich. Und viele frühere Anhänger Abiys sind ernüchtert.

Die Erwartungen an Abiy waren viel zu hoch.

Politologie-Professor Asnake Kefale von der Universität in Addis Abeba relativiert. Im Vergleich zum vorherigen Regime sei die Situation immer noch viel besser. «Doch die Erwartungen an Abiy waren viel zu hoch», so Asnake.

Vor allem manifestiere sich derzeit ein grosses Problem im lange autokratisch regierten Äthiopien: «Es gibt keine Kompromiss-Kultur.» Die politischen Akteure seien nicht fähig, einen gemeinsamen Fahrplan zu kreieren. Man rede nicht miteinander, zudem seien viele Gruppierungen radikal, sagt er.

Die Tigray fühlen sich unterdrückt

Da ist etwa die Volksgruppe der Tigray im Nordosten des Landes. Jahrelang kontrollierte ihre Partei das Land. Nun fühlt sie sich marginalisiert. Diese Woche trat die Parlamentspräsidentin, eine Tigray-Politikerin, zurück. Sie wirft Premier Abiy autoritäre Tendenzen vor. Die Partei will im August denn auch – trotz Corona – Regionalwahlen in Äthiopien durchführen lassen.

«Viele haben Angst, dass Abiy sich zum Diktator wandelt. Aber ich glaube eher, dass Äthiopien einfach zu einem dysfunktionalen Staat wird», so Berhane weiter. Der Premier werde sich in der Hauptstadt verschanzen und an Einfluss verlieren, glaubt er. Es werde schwierig, das Land wieder zu vereinen.

ONLF Position regarding the postponement of the elections and continuation of the current status quo in Ethiopia

The Ogaden National Liberation Front (ONLF) expresses its grave concern regarding the process that resulted in the decision of the House of Federation to postpone the 2020 elections and extend the mandate of the government and its institutions beyond what the constitution allows.

Out of our concern for public safety, the ONLF was one of the prominent political parties that saw the necessity of taking into consideration the effects of the COVID19 Pandemic on the planned elections. However, we believe that any extension of the current governments mandate should have been done through an inclusive and consultative process resulting in a political consensus rather than a unilateral decision by the one-party dominated two-tier parliament. A political consensus whereby the views of the opposition political parties were taken into consideration and a climate of trust and fruitful collaboration was promoted would have been more likely to create an environment where the promised peaceful and comprehensive democratic transformation of Ethiopia would have been possible.

Now that the government has taken this unilateral decision despite clear warnings by opposition parties, the ONLF wishes to affirm that Ethiopia is entering a more dangerous political phase which can only be described as a sudden and profound halt in the democratisation process.

For all regions, there are security issues and transition crisis, therefore, this delay in elections is sure to further endanger peace and stability. Thus, Across Ethiopia, the ONLF is concerned that increased tensions will be catastrophic and benefit no one.

Therefore, the ONLF calls upon the government to enter into immediate and comprehensive dialogue with all opposition groups for the purposes of reaching a settlement that averts a return to habitual conflicts in Ethiopia. The COVID 19 Pandemic need not halt Ethiopia's democratic transformation and it need not reverse the political gains achieved thus far at a time when unity of purpose in confronting this Pandemic is desperately needed. The unilateral nature of making this decision actually undermines the political and social stability needed to join hands in the face of this Pandemic which is a threat to us all.

Joint statement by OLF & OFC on the illegal Extension Term of Government.

We would like to express our dismay with the decision of the House of Federation to extend the term of office of the government. It is an illegal and illegitimate act that not only violates the constitution but also endangers the peace and stability of the country. It is to be recalled that from the outset we have been expressing our view that the constitution does not allow the extension of the government’s term of office and had proposed and submitted an alternative solution.

Despite our objection and submission of alternative solutions, the ruling party stubbornly continued with a unilateral action, by making the House of People’s Representative refer the matter to the Council of Constitutional Inquiry (CCI). The Council undertook a disingenuous process whereby experts advocating the ruling party’s position were invited while amicus brief submissions by those holding a different opinion were excluded from the hearing. Moreover, principles of avoiding conflict of interest were violated. Hence, it is not surprising at all that the final decision reflected the ruling party’s initial position.

One of the basic features of representative democracy is that elections take place at regular intervals and elected officials remain in office only for a specific period of time, and step down after completing their term of office. It is remembered that Ethiopia’s General election was originally scheduled for 29 August 2020 by the Ethiopian National Electoral Board of Ethiopia. Later the Board declared that it would not be able to conduct elections due to prohibitions of movement and gathering by the government to prevent the spread of the Coronavirus. We expressed our concern at the time that suspending General elections in the absence of any provisions in the constitution that would allow for the postponement of an election would lead to a constitutional crisis, and that any activity after September 2020 without a newly elected HoPR will violate the five-year term clearly set by the constitution. Articles 54(1) and 58(3) of the constitution and article 7 of the Electoral law which stipulates elections to be held every five years do not show flexibility with regard to election period.

The current constitution of Ethiopia was ratified in 1995 which introduced a multiparty democracy system to Ethiopia allowing for the realization of regular elections in the country. Guided by the principle of ensuring the people’s rights to political participation in matters of governance, the constitution defines political pluralism as the guiding principle of Ethiopian democracy. The rights and duties of political parties derived from the constitution are also included in the political party law of the country.

Operating within the parameters of the aforementioned laws and principles the multiparty landscape in the country today includes registered, credible and active political parties. Therefore, we strongly oppose the unilateral decision to extend the mandate of regional and federal legislators by a single party. The decision by the House of Federation will exacerbate the discontent of the public, which has already overflown due to broken promises by the current government. We would like to express our concern that large-scale mass uprisings which could transform into violence may arise, and this will not only take us back to square one, it will also be difficult to contain for a government already dealing with multiple socio economic and public health challenges.

It is regrettable that our proposal and other proposals presented by many opposition parties and citizens that called for inclusive dialogue for political settlement to prevent a constitutional crisis after September 2020, are totally disregarded by the ruling party. We believe that the ruling Party’s unilateral decision of extending the term of office of its own government is a sheer violation of the constitution and an abuse of power which is antithetical to the ethos of a democratic and multiparty governance system enshrined in the constitution, and erodes the democratic principle that limited term of office. On this basis, we strongly reject the unilateral decision taken by the ruling party to unilaterally and unconstitutionally extend its term. Once again we call on the ruling party to sit down with the opposition parties to thoughtfully discuss the issue in order to find a solution and reach a political settlement.

Ethiopia: Abiy rejects transitional govt to solve election impasse

Addis Ababa (AFP) - Ethiopian Prime Minister Abiy Ahmed on Monday ruled out forming a transitional government once his mandate expires in early October, brushing aside accusations that he was misusing the coronavirus epidemic and delayed polls to artificially extend his rule.

Africa's second most populous country was due to hold national elections in August that Abiy hoped would give him a mandate for wide-ranging political and economic reforms.

But the election board announced in late March that it would be impossible to organise the polls on time because of the new coronavirus pandemic.

That means elections will not happen before the lawmakers' mandates expire in October -- a dilemma for which the constitution does not have a clear answer.

"People can raise the issue of caretaker and transitional government but it's unconstitutional when put into practice," Abiy, the winner of last year's Nobel Peace Prize, said Monday during a question-and-answer session with lawmakers.

He also said his political party, the Prosperity Party, was eager to face voters.

"We want the elections to be held. The Prosperity Party isn't a party that is scared of elections," he said.

Last month, Ethiopia's Council of Constitutional Inquiry held public hearings on the possible next steps, and the House of Federation, the upper house of parliament, is expected to respond to its recommendations soon.

Abiy said Monday the election delay could last "a few months," although the election board told the council it would need at least 10 more months to prepare.

- Opposition lashes out -

Opposition leaders have accused Abiy of seizing on the coronavirus pandemic to artifically prolong his mandate.

On Monday afternoon, state-run media reported that upper house speaker Keria Ibrahim had resigned from her position, saying she was "not willing to work with a group that violates the constitution and exercises dictatorship".

Keria is a member of the Tigray People's Liberation Front, which dominated the ruling coalition before Abiy came to power in 2018 but has since been sidelined and officially parted ways with him last year.

Other opposition politicians have demanded a more prominent role in resolving the impasse, arguing that consulting parliament is insufficient because most lawmakers support the ruling party.

During a press briefing in late May, Dawud Ibsa, chairman of the opposition Oromo Liberation Front, said "some of the powers of the government should be under the control" of the opposition until elections can be held.

Abiy, for his part, has accused opposition politicians of trying to exploit uncertainty created by the pandemic to claim power for themselves.

‪Adding a face to one of the names in Amnesty International’s latest report [CONTINUED]

‪Yet again, we hereby add a face to one among the names of the victims of EDF’s cold blood killings (Mr Aga Uddessa), whose ‘story’ has been captured in Amnesty International’s latest report entitled “‬Beyond law enforcement: Human rights violations by Ethiopian security forces in Amhara and Oromia”.

Mr Aga was a resident of East Guji zone, Goro Dola district, Haraqalo town. As has also been indicated in Amnesty International’s report, Mr Aga was not a member of any political group. He was a private citizen earning his daily living by renting out a motorbike in the town.

As has been documented in the said report by Amnesty International, he was shot by EDF’s soldiers while riding his motorbike. After killing Mr Aga Uddessa, EDF’s soldiers then torched to burn down his motorbike (pic attached).

Äthiopien: Einstieg in eine Diktatur?

Verschiebung der Wahlen in Äthiopien, Abbau der Demokratie

Angetreten ist Präsident Abiy Ahmed mit dem Versprechen Äthiopien zu demokratisieren. Kurz nach dem Amtsantritt im April 2018 (Aufbruch in den Neoliberalismus mit dem neuen Premierminister Abiy Ahmed?) hat er noch Folgendes gesagt: "Achtzig Leute der Ethiopian Peoples' Revolutionary Democratic Front (EPRDF) haben mich zum Ministerpräsidenten gemacht, obwohl es 100 Millionen Äthiopier gibt." Die Wahlen 2020 sollen aber frei und fair sein, hat er versprochen.

Mit der Begründung Covid-19 (bisher insgesamt 12 Todesfälle) wurden die geplanten Wahlen in einem ersten Schritt auf den 29. August verschoben. Das ist vielleicht noch verständlich angesichts der Ausnahmesituation im Hinblick auf die Pandemie. Nun aber ist auch dieser Termin abgesagt und auf unbestimmte Zeit in die Zukunft verschoben.

Nach neuesten Meldungen soll die Wahl nicht vor dem April 2021 stattfinden. Wann genau bleibt ungewiss. Es ist zu befürchten, dass diese Verschiebung nur der Anfang ist. Präsident Abiy Ahmed und seine Unterstützer könnten so ihre Herrschaft ohne demokratische Legitimation auf Dauer zementieren und damit Äthiopien in eine Diktatur verwandeln. Das erinnert an den eritreischen Präsidenten, der seit der Unabhängigkeit Eritreas (1993) zwar freie Wahlen versprochen und anfangs noch verschoben hat, aber bis heute (27 Jahre später) warten die Eritreer immer noch auf freie Wahlen.

Angesichts der Erwartungen, die Präsident Abiy Ahmed noch zu Zeiten seines Amtsantritts geweckt hat, steht diese Entwicklung in eklatantem Widerspruch zu seinen Verlautbarungen in der jüngsten Vergangenheit.

Zurzeit gibt es eine Debatte wie sich die erneute Verschiebung der Wahl mit der äthiopischen Verfassung vereinbaren lässt: Parlamentsauflösung, Notstandsregierung, Verfassungsänderung oder eine neue Interpretation der Verfassung. Abiy Ahmed konsultierte Oppositionsgruppen, bezeichnete die Gespräche als "fruchtbar". Insbesondere von Seiten der Tigray People's Liberation Front (TPLF) und von dem Führer der Oromo Liberation Front (OLF) kamen allerdings Kritik und Einwände.

Mittlerweile sind alle involvierten Institutionen in der Hand oder unter Einfluss der regierenden Prosperity Party (PP) von Abiy Ahmed. Gewaltenteilung scheint kaum noch vorhanden, die Variante einer Verfassungsinterpretation im Sinne der Wohlstandspartei PP ist wohl favorisiert, und zudem sind Artikulationsmöglichkeiten der Zivilgesellschaft wie etwa Demonstrationen wegen Coronabeschränkungen nicht vorhanden. Es läuft wohl alles auf eine Machtzementierung der gegenwärtig Regierenden auf unbestimmte Zeit hinaus.

Eine weitere kritische Dimension bekommt die Wahlverschiebung durch die Tatsache, dass aus den Wahlergebnissen auf Länderebene letztlich auch die Zentralregierung bestimmt wird. Es gibt nach der äthiopischen Verfassung keine gesonderte zusätzliche Wahl auf Bundesebene. Verschiebung der Wahlen heißt somit auch Verschiebung der Wahl auf Länderebene. Damit ist es auch den Länderregierungen nicht möglich, sich eine demokratische Legitimation ihrer Bevölkerung zu holen.

Sollten die Wahlen jetzt auf unbestimmte Zeit verhindert werden, läuft dies nicht nur auf eine Diktatur des Friedensnobelpreisträgers (2019) hinaus, es droht darüber hinaus die Gefahr der Entmachtung unliebsamer Regionalregierungen durch die Zentralmacht, wie dies bereits in der Somali-Region (Äthiopien) geschehen ist. Insbesondere die Regierung der Region Tigray ist Abiy Ahmed hier ein Dorn im Auge, zumal aufgrund des großen Rückhalts in der Bevölkerung zu erwarten ist, dass die TPLF bei freien Wahlen deutlich im Amt bestätigt würde (Machtkampf in Afrika).

Zentralregierung will die Provinz Tigray mit ihrer kritischen Landesregierung destabilisieren

Die Absetzung unliebsamer Länderregierungen durch die Zentralregierung ist vor dem Hintergrund der instabilen Lage in Äthiopien und zunehmender Unzufriedenheit mit der Regierung Abiy Ahmed ein durchaus realistisches Szenario.

Hauptfeind scheint hier für die gegenwärtige Regierung die Provinz Tigray und die dort regierende TPLF zu sein. Das zeigt sich nicht nur in propagandistischen Verlautbarungen gegen die TPLF, sondern auch in konkreten staatlichen Maßnahmen gegenüber Tigray in den letzten zwei Jahren:

So wurden wichtige und bereits begonnen Infrastrukturprojekte gestoppt. Dazu gehört z.B. die Eisenbahnstrecke von Djibouti über Weldya (Amhararegion) nach Mekelle (Tigrayregion), die nun in Weldya aufhört. Das Wasserkraftwerk in Tekeze kann seine Kapazitäten kaum noch auslasten, da wichtige Wartungsmaßnahmen sowie Zahlungen an den französischen Partner blockiert werden. Darüber hinaus hat es - anders als in den anderen Regionen - in Tigray nicht ein einziges staatliches Projekt mehr gegeben - kein Krankenhaus, keine Schule, keine Straße, kein Energieprojekt.

Jenseits von staatlichen Projekten und Maßnahmen werden auch Investitionen des Privatsektors verhindert und behindert. So wurde es einer chinesischen Investorengruppe nicht erlaubt, nach Tigray zu reisen. Der Regierung Tigray gegenüber wurde lediglich eine fadenscheinige Erklärung abgegeben.

Gleiches passierte einer türkischen Delegation, die 7 Billionen Birr südöstlich von Mekelle investieren wollten. Auch Investoren und Geschäftsleute aus der Tigrayregion selbst werden behindert und bedroht, wenn sie in Tigray investieren wollen oder darauf angewiesen sind, ihre Geschäfte von Addis Abeba aus zu organisieren.

Es scheint, als wollte die Zentralregierung alles tun, um die Region Tigray zu destabilisieren. Auch dies ist ein Hinweis, dass die Landesregierung in Tigray im Herbst möglicherweise entmachtet werden soll, um die Macht der Regierung Abiy zu festigen und den Störenfried Tigray endlich mundtot zu machen.

Vor diesem Hintergrund hat die Landesregierung Tigray beschlossen, für ihre Region die Wahlen nicht ein weiteres Mal zu verschieben, sondern sich im August der Wahl zu stellen. Damit könnte sich die Landesregierung in einer sehr angespannten und kritischen Situation die Legitimation der Bevölkerung holen. Auch vor dem Hintergrund der aktuellen Coronasituation in Tigray scheint dies verantwortbar.

Gerade in einer Zeit der inneren Zerrissenheit und der Spannungen, der zunehmenden wirtschaftlichen Probleme sowie des Drucks von außen wäre eine unzweifelhaft demokratisch legitimierte Zentralregierung wichtig für die weitere Entwicklung und die Einheit Äthiopiens. Von gleich hoher Bedeutung sind demokratische legitimierte und von der Zentralregierung respektierte Regionalregierungen.

Die gegenwärtigen Entwicklungen dagegen geben einmal mehr Anlass zur Sorge, dass in Äthiopien alle Anstrengungen und Errungenschaften der vergangenen Jahrzehnte weiter aufs Spiel gesetzt werden. (Shuwa Kifle)
